Output satisfies all governance constraints. Safe for delivery.

CAUTION

Output passes but with elevated risk signals. Flagged for review.

REDIRECT

Output requires reformulation. Returned to model with constraints.

BLOCK

Output violates governance invariants. Halted before delivery.
